Cette attitude modérée est moins le résultat de mutations internes que le fruit de contraintes externes émanant du renforcement du régime égyptien, consolidation obtenue grâce aux politiques de libéralisation. Cependant, en choisissant la logique participationniste, les Frères sont confrontés à un dilemme: refuser la place que le pouvoir leur a accordée au risque d'être exclus, ou participer à la vie politique et subir une domestication idéologique. La question de la modération dont feraient preuve les Frères musulmans en Egypte doit donc s'inscrire dans une analyse de l'évolution des régimes autoritaires arabes, ce qui permet de poser la question plus générale du rapport des islamistes à la démocratie.
