It is argued that any cogent and coherent policies in this area need to resolve these five basic challenges in migration policymaking: who can enter and the rules of their entry (admission); what rights and services migrants have access to (entitlements); how effectively they integrate with their host society (integration); what impact their movement has on their erstwhile home (overseas impact); and how to handle those already in a country but living and working without permission (undocumented migrants). |
