| 520 | |a This article assumes the legitimacy of comparing the two German dictatorships. It considers this question in the context of a concept of modern dictatorship based on totalitarian theory, assuming that the degree of totalitarian control of state and society can form the criterion for a comparison between systems. The discussion will consider structural similarities between the two dictatorships in terms of instruments and practices of dictatorial control, including structure of the political systems, mechanisms of dominance, propaganda techniques, the goals of power, and the tendency or ability of the system to prevail in its efforts. Significant differences exist in the respective ideological arguments and the institutional arrangements, but also in the social base and the national reach of control practices. From the perspective of liberal, democratic, constitutional states, the two dictatorships are basically similar, because both eliminated human and civil rights and destroyed any possibility of legal political opposition. Ideological differences impacted everyday life in that the respective definitions of the "enemy" to be fought proved decisive in the identification and persecution of opponents and victims. Ideological maxims of the respective dictatorships were also of importance for the scope of action available to different social groups. Thus there are differences between the two dictatorships based upon their origins, their ideological presuppostitions, their political-social foundations, their social policies, and their impact on everyday life. These differences are significant and they show the deviation between the individual systems within the general category of the modern dictatorship. | ||
