This leading politician of science and culture in the Weimar Republic was forcibly transferred to the State Academy in Braunsberg (in East Prussia), but continued to work until retirement. It was for his religious and ethnic studies that he was regarded by the Nazis as an ideological opponent. Rosenberg and Himmler tried to lay hands on the two institutions for foreign studies and ethnic studies which he had founded in Munster. At the beginning of 1939 both were seized and, in after a two-year power struggle between the Rosenberg and the Security Service (SD) and Himmler's SS, the property, libraries and press archives were divided up for the benefit of the SD. The library holdings were transferred to Berlin while remaining holdings remained in Munster, were assigned to the university, and subsequently fell victim to the Allied bombing offensive. Meanwhile, prosecutions against Schreiber himself failed to read a conclusion. In 1944 he was able to escape arrest and after 1945 he was able to initiate the reconstruction of both institutes.
