Rokeach's Value Survey and a factor-analytic index serve as measures of these differences. Age differences and differences in language groups are additional factors taken into account. Greater differences are found within the delegate group and within the nondelegate group than between them. Differences of value generalization, autonomy of prescriptions from former regulatory structures, change-oriented elites, and existence of a supporting rationale form a framework for indication that Latin American assistancies are most likely to implement reform. Most European nations and the American Assistancy are unlikely to implement reform while France, England and India show signs of some likelihood. Asia and Africa give mixed indication, lessening the likelihood of their implementing reform.
