520 |a The current article is trying to answer the research question: what are the similarities and differences between Latvia's and Russia's laws; what does define freedom of conscience, religions and beliefs? This is a comparative study which discovered that at the beginning of the 90s similar three level regulations on relationship between a state and religion were established in both countries. There is a trend to put some denominations in the foreground traditional vs non-traditional. Non-traditional denominations and religions are somehow discriminated according to the state law. According to an action in the Constitutional court in Latvia the Law on Religious Organisations are currently being changed. On the other hand, there is no trend to liberate regulations to religious organisations in Russia. The most important conclusions drawn by the study show that although since the early days of both countries they have had the same framework and understanding of provisions of conscience and religious freedom, currently we can see different development in these countries.
