This article examines documents of the GIC as well as contributions on this issue in the mass media. In the paper, I argue that all these texts code the issue of elderly care religiously, as far as Muslims are concerned. In the context of the GIC, a participation of Muslim congregations in supplying services for the elderly was conceptualised in order to handle a growing demand of ‘Muslim elderly care’. In the course of these debates, new interpretative patterns are introduced. On the one hand, these interpretations are in contrast to current practices of Muslim congregations, who so far in Germany scarcely deliver professional support for the elderly. On the other hand, the new patterns of elderly care differ significantly from established ones. According to the latter, care for elderly Muslims is predominantly supplied within their families (and explicitly not in social facilities) or, as an alternative, as ‘culturally sensitive care’. The discourse of the GIC, however, expands the range of responsibilities of local congregations. For Muslim organisations, these changes require transformations of their ethnic as well as their religious traditions. From a socio-political point of view, this implies that the German principles of the non-statutory welfare sector are applied to Muslim organisations as new religious actors. | ||
| 520 | |a Im Rahmen der "Deutschen Islam Konferenz" (DIK) wurden 2014 bis 2017 Möglichkeiten einer Mitwirkung muslimischer Verbände und Gemeinden an der Altenhilfe und -pflege diskutiert. Der Beitrag untersucht die Texte der DIK sowie darauf bezogene massenmediale Beiträge mithilfe einer Deutungsmusteranalyse. Den Quellentexten ist gemeinsam, dass sie die Pflegethematik bezogen auf eine als Muslime bezeichnete Bevölkerungsgruppe (und nur für diese) religiös kodieren. Die Untersuchung zeigt, dass im Rahmen der DIK eine Mitwirkung von Moscheegemeinden und ihren Verbänden an der Bereitstellung professioneller Dienste der Altenhilfe konzipiert wurde, um einen wachsenden Bedarf nach "muslimischer Pflege" zu bedienen. Dabei wurden Deutungsmuster eingeführt, die im Kontrast zum traditionellen Selbstverständnis muslimischer Religionsgemeinschaften stehen. Diese bieten (zumindest in Deutschland) bislang kaum pflegerische Dienstleistungen an. Vielmehr dominieren Deutungsmuster und Praktiken, welche die Pflege älterer Muslime vorrangig in Familien verorten oder (ersatzweise) in Form "kultursensibler" Pflege vorsehen. Dagegen sieht der DIK-Diskurs die Zuständigkeit von Moscheegemeinden für Dienstleistungen der Altenpflege zumindest als Möglichkeit vor. Dieser Wandel beinhaltet auf muslimischer Seite eine Umdeutung ethnisch-religiöser Normen und Traditionen sowie eine Annäherung an das Selbstverständnis der christlichen Kirchen. Gleichzeitig wird aus sozialpolitischer Perspektive über die Übertragbarkeit der Prinzipien der Freien Wohlfahrtspflege auf neue religiöse Akteure gestritten. | ||
