Zum ersten Mal wird die Nachhaltigkeit eines staatszentrierten Verständnisses von Zensur in Frage gestellt, das auf Traditionen des Liberalismus des 19 Jahrhundert zurückgeht. Die Zensur, wie sie sich im Biedermeier, in der Nazizeit und in Ostdeutschland manifestiert hat, ist weitgehend untersucht worden, doch bis heute hat es einen alarmierenden Mangel an Aufmerksamkeit für dieses Thema in Bezug auf Westdeutschland oder das moderne, vereinigte Deutschland gegeben
