Summary:Contemporary sociologists of religion urge application of formal organization theory to a study of the churches. The present study utilizes the concept of organizational legitimation, focusing on prophetic social action carried on by priests working in a low-status ethnic minority. Priests' efforts to legitimate their controversial activities involve two audiences, one internal to the organization (religious superiors), the other external (local political and economic power interests). Contrasting modes of social action result in sharply different responses from these audiences, confronting church authorities with pressures to violate basic organizational norms in institutionalizing opposing ministries.
