Summary:During M. Khatami's presidency (1997-2005), a noticeable activation of society took place, leading to emergence of various government and non-government organizations aiming at professional and social elicitation of women. Political and social reality of Iran was such that the liberal president together with his surrounding could carry only certain reforms which, on the one hand, had to be less advanced than the order practiced in Western democratic countries, but on the other had, also had to reject a part of traditional Islamic rules. Moreover, Khatami seemed to believe that transformation and partial emancipation of women would occur due to rankandfile initiatives and be shaped by the society. His idea of religious democracy turned out to be utopian. The conflict involving liberals and conservative clergy was difficult to defuse and impossible to win, especially that the Shiite clergy had massive support of women leaving in the countryside. Social expectations of the vast majority of population, including women living in cities, was much bigger than obtained results and the president himself didn't have the required competencies to effectively counteract the dictatorship of the clergy, despite trying. As a result, it was no surprise that hopes awoken during election campaign and in the first period after taking up the presidency gradually became disappointment and frustration, while Khatami was accused of populism. He was also seen by many observers as the "smiling face of the regime", while on the other hand his politics were compared with perestroika and glasnost made him earn the name of "Gorbachev's ayatollah". It must also be said that women's hopes were not completely destroyed by future presidents, despite their official Islam conservatism, as they were being realized, although slowly and to a limited extent.
